A couple of recent posts by Sapience point to some new cool toys coming out in the Lotteries. A new lottery is currently running for a new kind of emote – horse emotes!
In addition to the horse emotes, Sapience also chimed in on a pretty big (10 pages) thread on what the community would like to see from the lotteries. He points out the following:

I know many have been anxiously awaiting their return, and Sapience has posted that they will be kicking off for ALL realms (including former EU servers) within the next day or so. The initial lotteries will mainly be things like fireworks just to make sure stuff is working properly. I wouldn’t be too worried if you miss out, unless you’re throwing a big party in the near future and need some pyrotechnics 
I would expect (or maybe hope is a better word) some cool new Isengard themed lotteries probably over the weekend before returning to some sort of “normal” schedule.

Flash Lotteries are LOTRO lotteries that have a very quick duration. Typically 10-30 minutes so you need to be on the ball to get in on these special winnings.
Merric has an issue of getting Flash Lotteries in time and in episode 72, he actually accused me of not sharing my flash knowledge! The fact that it was posted on twitter and I was trying hard to keep up a notice on Facebook just wasn’t helping him. It was also difficult for me as naturally I’m going to miss any flash lottos while I’m offline. I’m sure Merric is not alone in this so I went searching for an more automatic way to update folks on Flash Lotteries.
I found my answer in Yahoo Pipes and with the addition of other available services, you too can use this RSS feed to alert yourself through a feed reader, email, instant messenger or SMS that a Flash Lottery was just announced!

Wednesday, January 5, 2011 from noon until midnight EST you can enter the LOTRO Lottery to win the famous fall festival filly, the Painted Skeleton Steed.
This caused quite a stir when it appeared in the LOTRO Store and if you miss out on tomorrow’s lottery you should be reminded that Thursday is the last day to get it in the store (until Fall Festival rolls around again).

The LOTRO Lotteries have returned! Below you will find a list of regularly scheduled lotteries and some a basic FAQ that should answer most of your questions about the Lottery system. Please note the section on special lotteries. Just because we don’t have a listed start and end time for every lottery doesn’t mean there aren’t lotteries running or about to launch. Make sure you check your my.lotro.com page frequently! Also note, some lotteries may be server, level, class, or race restricted so it is possible that not all lotteries will be available to all characters on your account

LOTRO Lotteries are making a return in the new my.lotro system today. They currently have a trial run up that ends at 8PM EST so get in there and give it a try.
For those of you who are newer to LOTRO I’ll give a brief run down of what the lottery system is. It is a way to win in-game items through an out of game process. You enter the lottery via the my.lotro web site and if you win, prizes are mailed in-game to your character. It’s basically a fun little game of free stuff that can include everything from blueberry tarts to symbols of celebrimbor! Some lotteries are level or race based. You’ll see what lotteries your characters are eligible for on the entry page.
