Sapience posted the updated schedule for the 3.1.1 patch since it was delayed. The game will now update on Monday, April 26th and due to this, the LOTRO game servers will be brought down from 6am – 10am EDT (-5 GMT).
The Release notes have been posted. We also have the release notes in PDF format for you to view.

LOTRO game servers will be down on Wednesday, April 21nd from 6am – 10am EDT (-5 GMT). This patch is the one that brings back the very much missed Will Peartree for the festival horses. Patch notes have not yet been released but we will post a copy here for you when it becomes available!

Sapience has announced that Bullroarer is now open with the Volume 3, Book 1 – Patch 1 scheduled to go live soon.
I’ll go ahead and post the release notes here as well. Most of these are “fixes” however, there are some interesting things to note as well regarding the Inn League and some of the upcoming Summer Festival as well! I’m not sure if the Summer Festival is live on the server or not, but you can bet we’ll find out soon!

So, new content is almost upon us and Bullroarer is open for those in the US to go play with it and discover bugs, spelling mistakes, and what they think of the changes.
There’s not TOO much different, but there’s definitely changes of interest. The preliminary release notes can be read here – they’re not that long, so I suggest you go read through them all.
Headline stuff seems to be level 64 skills, 2-man skirmishes, new crafting recipes for certain crafts, and you can add notes to friend/ignore lists (so a year on you may remember why you ignored someone – something we were discussing only the other night). Oh +fate/+will food in the crafting stuff. Will have to hunt down my cooking friends!!

Here are the preliminary patch notes for the build that will be on Bullroarer. Please note that Sapience has stated that they are likely to change before the final release.
Highlights
Duo mode is now available for skirmishes!
Certain skirmishes will now give you an option to play as a 2 person group.
General Note for all Volume 1 Changes
We have made massive changes to the first Volume of The Lord of the Rings Online Epic Story. The changes are limited to all content related to The Shadows of Angmar and only The Shadows of Angmar. An upcoming developer diary will detail these changes.
